Who we are and what we do
The Social Work Services Policy Division is taking forward, with partners and stakeholders, the implementation of Changing Lives, the report of the 21st Century Social Work Review.
The division works with a wide range of individuals, organisations and groups with an interest in social work services. This includes service users and carers, local authorities, voluntary and private organisations, umbrella and partner organisations (including health, education and justice services), universities and colleges and other Scottish Executive departments. The division’s work is focused on the implementation of Changing Lives, the report of the 21st Century Social Work Review.

The division is made up of five teams
The Service Development Team is taking forward a range of activities to support the transformation of social work services in line with the recommendations of Changing Lives. This includes developing national standards for access to social work, a practice governance framework, new commissioning models and supporting local service development. This team also facilitates a range of stakeholder forums that will influence and direct the implementation process.

The Learning & Development Team covers a wide range of activities and projects to support development of a competent, confident workforce. This includes implementation of the National Strategy for the Development of the Social Services Workforce (published on 9 November 2005) and transformation of social work education following on from the introduction of the new honours degree. The team is taking forward the work to strengthen leadership and management across the sector. This team is also responsible for sponsorship of the Scottish Social Services Council (SSSC) and manages a range of funding streams to support the training and development agenda.

The Workforce Planning & Research Team is taking forward national workforce planning and intelligence for the social services sector, including the development of a core minimum data set (CMDS) for collecting workforce information and labour market analysis and advice as required. This team is developing recruitment and retention policies to support safer recruitment and improve frontline services. It is also developing policy on new roles and career pathways to meet the recommendations of the Changing Lives report and it is responsible for the Care in Scotland recruitment campaign. The team is currently developing a research and development strategy for the sector and it is the liaison point for the CoSLA taskforce dealing with social worker pay and reward within the context of the Single Status Agreement.

Labour Market Report
The Performance Improvement Team leads on the Performance Improvement Framework (PIF) for social work, under the guidance and development of stakeholders from the performance improvement subgroup and PIF outcome groups. It is working with Higher Educational Institutions and the Scottish Institute for Excellence in Social Work Education to embed performance improvement into the social work degree course.

The Care 21 Team focuses on change and Innovation in social care with an emphasis on futures work. This team has produced a comprehensive report called the Future of Unpaid Carers in Scotland has researched personalisation in social care and is currently looking at the issues around commissioning in social care with a view to developing new commissioning models. The team works closely to an Advisory Group comprised of external stakeholders.
